UN 38.3 is a transport testing requirement for lithium cell and battery types. For a power-bank order, the useful question is not simply “Do you have UN38.3?” It is whether the test evidence and test summary match the exact battery type you are buying—and whether the planned shipment separately meets the carrier and dangerous-goods requirements for its route.
This distinction prevents one of the most expensive document surprises in power-bank importing.
What UN 38.3 does
Subsection 38.3 of the United Nations Manual of Tests and Criteria contains the tests used for lithium cell and battery transport classification. The current official UNECE publication should be consulted for the applicable edition and amendments.
For rechargeable lithium systems, the test sequence addresses transport-related conditions such as altitude simulation, thermal testing, vibration, shock, external short circuit, impact/crush as applicable, and overcharge. The exact requirements and samples are technical matters for the laboratory and manufacturer; a buyer should not rewrite them from a blog summary.
UN 38.3 does not by itself demonstrate:
- compliance with every consumer-product safety rule;
- completion of CE, FCC, RoHS, EU battery, or retailer requirements;
- approval of a particular package or air-cargo booking;
- that current production remains identical to the tested construction;
- that an SDS is unnecessary or sufficient for a carrier’s process.
The test summary is the buyer’s first checkpoint
The UN Manual specifies information to be made available in the lithium cell or battery test summary. A buyer should expect to verify at least:

Do not check the model number alone. Compare capacity, watt-hours, weight, enclosure description, cell configuration, ports/PCBA version where relevant, and manufacturer identity with the sample and purchase specification.
Five mismatch scenarios to catch
1. A similar model, not the quoted model
The supplier sends a report for “PB-10K-A,” while the quotation is “PB-10K-C” with a different housing or charging board. Similar names are not proof of one tested battery type.
2. The cell changed after testing
An alternate cell may affect construction identity and the validity of existing evidence. The buyer needs an approved-component and engineering-change process, not only an old report.
3. The document comes from a different manufacturer
Trading relationships can be legitimate, but the test summary, product label, factory, invoicing party, and responsible manufacturer need to make sense together.
4. Watt-hours do not match
Calculate the approximate cell-level watt-hours from verified nominal voltage and amp-hours, then compare it with the label and summary. Investigate inconsistencies rather than editing a label at the last minute.
5. UN 38.3 is treated as a shipment booking
Test evidence is one component. A forwarder or airline can still require a specific packing instruction, state of charge, package limits, packaging, marks, labels, declarations, and operator acceptance.
A pre-order document workflow
- Freeze the quoted model and version.
- Request the test summary and, when needed, supporting report through the agreed confidentiality process.
- Match the document identity against the product specification and sample.
- Record cell and other critical-component identity.
- Ask a qualified dangerous-goods forwarder to review the intended route, package, quantities, and documents.
- Put supplier change notification into the purchase order.
- Recheck lot labels and documents before shipment release.
The logistics review should happen before mass production, not when cartons are waiting at the airport.
Power banks are batteries for air transport
IATA’s current guidance classifies a power bank as a battery. This matters because a power bank is not handled like a phone containing a battery. For commercial air cargo, the applicable lithium-ion battery entry and packing instruction depend on the shipment configuration and current rules.
Passenger baggage is a different context. IATA says power banks must be in carry-on baggage, not checked baggage. Up to 100 Wh is generally allowed; 100–160 Wh may require airline approval; over 160 Wh is usually not permitted on passenger aircraft. Travelers must still check the airline and route.
An importer article should never tell a commercial shipper to follow those passenger thresholds as its entire cargo plan.
What to ask a supplier in one email
Use this concise request:
Please send the UN 38.3 test summary for the exact quoted model and confirm the manufacturer, model/version, cell configuration, nominal voltage, capacity, watt-hours, gross battery mass, report number/date, and available supporting transport documents. Please also disclose whether any cell, PCBA, or other construction change has occurred since testing.
